Program evaluation can take different approaches. The first approach is the objectives-oriented approach. Applying this approach would involve several steps. The first step is stating program goals and objectives explicitly. The second step is looking for discrepancies between these objectives and program performance (Royse et al., 2016). The purpose of this approach is to determine the extent to which a program has achieved its objectives.

The second approach is management-oriented. Applying this approach to evaluation would involve engaging program managers in identifying issues that need to be addressed. The program evaluator focuses the evaluation on decisions of managers. This helps in selecting keys issues that should be addressed. It also helps an evaluator to address issues that are of interest to program managers. The third approach is expertise-oriented. To apply this approach in program evaluation, an evaluator would start by relying on experts as the primary contributors to the process. These experts would help in determining the quality of a program. The professionals would help rate the program being evaluated (Royse et al., 2016). Applying this approach involves providing professional judgments of the quality of a program.

The fourth approach is Participant-oriented. Applying this approach to program evaluation would involve inviting program stakeholders to propose ideas in planning the evaluation program (Royse et al., 2016). The approach requires responding to the need for information among program participants and stakeholders. Program participants are given power in the evaluation process. The other approach to program evaluation is consumer-oriented. In applying this approach, an evaluator would start by informing consumers about the program being evaluated. With this information, the consumers would be in a better position to judge the program. An evaluator would use various methods to collect data from consumers such as checklists.
